Whatever seems totally out of place in your estimation of God’s will, you have authority from God to speak to it, putting it into its proper place. But that authority-of-speech originates in God’s will through His word and by His Spirit, not just by any believer’s “say so”.
In this much quoted scripture of Mark 11:22-23, Jesus is not commanding His disciples to speak or claim anything in a particular way for the purpose of controlling our circumstances, as seems to be the outcome of the common teachings on these verses, but He’s directing us to live by the speech that’s consistent with His will and with our destinies, just as He did.
